People’s Council Chairman reports on DPR Parliament activities during spring session
On July 1, according to the agenda of the plenary session, the parliamentarians heard the report of the Chairman of the People’s Council of the Donetsk People’s Republic, Denis Pushilin, which summed up the results of the work of the DPR Parliament for the spring session of 2017.
In his speech, the Speaker of the Parliament noted the effectiveness of the work of certain relevant committees, raising the level of their interaction with the executive authorities, the business sector and the public.
“During this period, 17 plenary sessions of the People’s Council (including 2 unscheduled and 2 emergency) were held, at which 33 laws were passed in the second reading.
It should be noted that the majority of the adopted laws are changes to the existing laws, and there 29 of such. I think this is a positive indicator signaling the effectiveness of the work of the relevant committees in monitoring and analyzing law enforcement practices, as well as the results of close interaction with the executive authorities, the business sector and the public.
This interaction allows us to react quickly and effectively to any difficulties in the direct application of laws and to influence the economic and social situation in the Republic by the method of legislative regulation,” Denis Pushilin said.
According to the Chairman of the People’s Council, a number of laws that establish legal regulation in new spheres were adopted during the spring session.
“Such laws every time in one way or another are a step or even a stage in the process of our statehood’s formation. During the spring session, the following laws were adopted: “On Fishery and Preservation of Aquatic Biological Resources”; “On Valuation Activities in the Donetsk People’s Republic”; “On Registration of Settlement Transactions in Cash and (or) Non-cash Settlements” and “On the State Anthem of the Donetsk People’s Republic”,” the parliamentarian informed.
Also Denis Pushilin cited statistics of the relevant committees’ work during the spring session.
“Since January 2017 to the present day, more than 700 meetings of the People’s Council committees have been held, two thirds of which were held within the framework of round tables with the participation of representatives of government bodies, business circles and public organizations.
As a result of the committees’ work, 49 bills were registered in the People’s Council during the spring session, 18 of which are the main ones in their sphere of regulation. First of all, this is the draft of the Land Code, it is a package of bills regulating the work of the judiciary in the DPR, a draft law “On the Notarial System”, as well as a number of other projects that will to some extent contribute to improving the level and quality of public administration in the Republic,” Denis Pushilin informed.
In addition, the Speaker of Parliament separately noted the work of the Budget, Finance and Economic Policy Committee, on the platform of which the monumental work was carried out to improve the laws “On the Tax System” and “On Customs Regulation” that are most important for the economic development of the Republic.
In conclusion of his report, Denis Pushilin reminded his colleagues that the mandate is not a privilege and not a status, but an opportunity to protect every citizen of our country at the legislative level, which is the main task of the deputies.
