Vladimir Bidyovka: Interparliamentary cooperation positively impacts legislative process
On June 2, a working meeting was held in the capital of the Lugansk People’s Republic, during which prospects for the development of interparliamentary cooperation between the DPR and the LPR were outlined. The event was attended by an official delegation of the DPR, led by the DPR People’s Council Chairman, Vladimir Bidyovka.
The DPR delegation also included Deputy Chairman of the People’s Council Olga Makeyeva, deputies of the People’s Council Vladislav Berdichevsky, Alexey Zhigulin, Natalia Pshenichnaya and Sergey Chuchin, and representative of the DPR Head in the People’s Council Alexey Sukhinin.
From the Lugansk People’s Republic, Denis Miroshnichenko, the Chairman of the LPR People’s Council, Andrey Sopelnik, the Deputy Chairman of the People’s Council, deputies of the LPR People’s Council, and a representative of the LPR Head at the People’s Council took part in the event.
In his welcoming speech, Parliament Speaker Vladimir Bidyovka expressed the hope that the strengthening of interparliamentary cooperation would allow the Republics to improve the work of the legislative sphere.
“To start with, I’d like to thank you for inviting the delegation of the People’s Council of the Donetsk People’s Republic to today’s working meeting in the Lugansk People’s Republic within the framework of the signed Cooperation Agreement between our parliaments.
I’d like to note that the signing of this Agreement was an important step towards the development of the legislative sphere of our fraternal Republics, which had a positive impact on the legislative work of the parliaments in general. Consultations, exchange of experience, adaptation and subsequent application of best practices in the development of effective draft laws became the basis of our joint work within the framework of the Cooperation Agreement.
I would especially like to highlight the Law of the Donetsk People’s Republic “On the Victory Banner”, which was developed jointly with the Lugansk colleagues and adopted in our state. There is no doubt that our interparliamentary cooperation has a positive impact on the legislative process,” Vladimir Bidyovka noted.
In turn, Speaker of the LPR Parliament of the Denis Miroshnichenko spoke about the upcoming working meetings of the parliaments.
“A schedule of joint meetings has been developed, both for committees and commissions, and, most importantly, the draft laws that have been created by previous convocations of the People’s Council, both Donetsk and Lugansk ones, will now be resumed. I think that in the near future we will get the first results of joint work in a new format,” the Chairman of the LPR People’s Council said .
During the meeting, parliamentarians presented reports with specific proposals regarding strengthening the work within the framework of relevant committees and commissions.
Vice-Speaker Olga Makeyeva presented a report on the interaction of the deputies of the People’s Council with the population of the Republic.
“The effectiveness of the interaction of a deputy with the population is assessed by us as an opportunity to be useful to the district; this is also a guarantee of the deputy’s re-election. It should be noted that for the short period of the work of the parliament of the second convocation, 23 deputies received certificates and letters of gratitude from residents of the Republic.
Deputies of the People’s Council established close cooperation with the population of the Republic, established interaction with local authorities and executive authorities, which allows quickly solving many problematic issues and thereby reducing the level of social tension among citizens. The existing problems in working with the population are identified, systematized and a plan is outlined to resolve them,” Olga Makeyeva noted.
At the end of the working meeting, a solemn signing of the Protocol on Cooperation between the People’s Council of the Lugansk People’s Republic and the People’s Council of the Donetsk People’s Republic took place.
In an interview with the press, the DPR People’s Council Chairman noted meeting’s efficiency and the relevance of the issues raised within its framework.
“I believe that today’s meeting was productive. Ever since the last convocation, close cooperation has been established between our parliaments and regular meetings are held, including remotely.
Today we have discussed a number of issues relating to patriotic education, talked about the regulations of the DPR and LPR People’s Council. Besides, we confirmed our intention to develop in one direction, because we have one goal: synchronization and integration of Republics’ legislation into the Russian Federation; it’s no secret that our states are trying to learn from this particular state’s legislative activities,” Vladimir Bidyovka concluded.
